Disregard. He popped a few spawns after posting. Sure did seem to take his time showing up though...
I couldn't trigger this spawn for the life of me. I spent several hours at his spawn location and I kept getting spectral champion and spectral keeper. Supposedly his spawn chance is 20%, and I didn't see him after several hours and numerous zone resets. I wonder if there's something wrong with his spawn. If you could have a look when you get a chance that would be great.
