I logged on my shaman and managed to get him his epic over the past two days.
The spell damage changes seem to work really well. But I do want to say I didn't face any of the mega resistant mobs you started to see in Velious.
However ...
I do not want to come out and ruin anyone's fun. But it is just too easy. My shaman has a phase spider carapace but no super twink gear. And he died only once when a scareling gated and got the dracoliche in Fear to aggro on me.
Otherwise I was in no real danger of anything even with a ton of mobs on me.
Again I'll say I'm not really sure what can be done about this, if anything since the idea is to be able to solo through the expansions.
Curiously I'd say clerics and druids would solo better than shamans, since they could PBAE down the horde of mobs that seem to be inevitable when you go to some zones. Of course since shamans can slow they are probably still better for the big boss type mobs.

so your saying the spell resist changes are working well.....and the melee mitigation is overpowered, making encounters too easy?

I think that is pretty much the case. Shaman aren't anywhere near as sturdy as melees (or clerics), but really the only thing that can threaten me are boss mobs.
A melee would have far less trouble than I have, with the superior mitigation and the dodge/parry/riposte stuff.
But as I said before this is going to be kind of hard. A solo guy taking on mobs like Avatar of War is just plain going to get summoned. Then you have to take the beating while you do whatever it is you do, beat them down with a pointy stick, nuke them whatever.
But if you can do that, then what threat are lesser mobs, even in bunches honestly?

Oh yeah, like I said no idea how mobs like Vulak, Aten Ha Ra, and the others are with resists with the changes you made. Plus they would be way above my level. Probably have to check with mage.
So far shaman has only been on Efriti Run, Plane of Fear, and City of Mist since changes have been made to resist/spell system.

the melee mitigation that is in place is the same that has been in place since 6/1/2015....it is in the middle of getting updated and for the reasons that you outlined is why its going to be changed.
I have the sturucture of it in place and working on the TESTBOX and it works great; its just not exactly how I want it yet. Getting sick derailed my plans for the winter break, I thought it would be done by now.

Took 65 mage to plane of fire. Spells seemed to land regularly, unlike before.
Will say it is odd Fennin Ro is more magic resistant than fire. Rock of Taelosia (magic) would only land for about 1/4 of it's usual damage, but Scars of Sigil (fire) landed for full and outdamaged the 65 nuke.

A problem iv'e run into before Osiris is that some mobs will wear there loot while others won't. This can give some pretty drastic changes in resist depending on what they actually have on them at the time of battle. Just an fyi to maybe make things a little easier on you.
