Granted that this doesn't always mean a player is exempt from keying or flagging within or between these zones, but the JaneJett teleport to Qvic should in all actuality probably be level 62 and higher, and keying to VP and VexThal, etc should probably be a little bit easier for players; basic strategies that are most effective are increasing spawn rates of key piece droppers, and where applicable reducing the number of ordinary placeholder spawns IE "balancing" spawns within spawn groups so that each NPC has an equal chance to spawn, and there is no super-rare spawn percentage. (EXCEPTIONS may have to be made for any that are also FABLED NPCs such as the Goblin Marauder, but maybe not)
I can't seem to find the post about the relaxed keying/flagging, but I could swear that the retail servers allow players access to Tactics by virtue of their level; this was years ago, too, and if i am not mistaken, it went something like all tier one zones were level 46+, all tier two zones were level 52+, all tier three zones were 57+, all elemental planes were level 62+ to enter, and potimea/b was 67 or 68; so that even if characters had done no flagging or backflagging whatsoever, they could still "gimp into the zone" and loot the key essences; then exit the zone and reform their raid, then as long as they had not progressed beyond phase three, literally reset the first couple of phases and fully complete and be saved to a week-long lockout "legit" potime instance; all without a single "legit-flagged" character.
Also, I have not progressed yet to Plane of Time here, so I cannot comment further, but as my other bug reports indicate, that is not for lack of trying; I am even trying alternate flag quests for various encounters but so far I have been disappointed; especially as regards Plane of Innovation and Plane of Tactics.
Move this post where you think best, it is not exactly a "Bug Report" though it motivated by the need to fix certain things that can be considered "buggy" and which hinder game play; again, mainly PoI and PoTactics so far.
