Odd disparity Spell Casting Reinforcement AA

My Wizard has 5 ranks of Spell Casting Reinforcement and is using the Scarred Flesh Belt with the focus effect Eternostrum; which extends beneficial buffs by 20% and decaying over level 67 or 68.

My Priests (Druid, Cleric and Shaman) somehow have only 4 ranks, with the 5th rank not available until level 85, and are all using the exact same belt.

Was this an intended bene to Wizards (I have not checked my Enchanter, Magician or Necromancer yet), or an unintended nerf to Priests as buffing classes somehow?

I noticed this upon updating my spellfile, which may or may not have anything to do with it.

It's odd and inconsistent, which is why I report it here.

the db is like that.....in lookling at the config for AA's:

it appears that MAG NEC WIZ got the Spell Reinforrcment 5 with the underfoot exp. While BST CLR DRU ENC PAL RNG SHD SHM got spell reinforcement 5 from the HoT expansion.
