Event: Plane of Eartha Ring Events (custom)

Details / Changes:
--Upon zone-in everyone will get a popup notification letting them know status of the zone.
--The zone now has a 15min shutdowndelay - this will allow a player to leave* the zone and come back and continue with their ring events. (by death, or went to pok for buffs)
--just about all timers have been eliminated in all scripts, and re-wrote without using them.
--respawn times of mobs used in the triggering of events have been decreased to under 20mins.
--successfully completing the event (spawning, killing mystical arbitor of the earth) will reset all variables and flags used in the event. Only the respawning of trigger mobs would prevent another event from starting.
--if there was an unsuccessful attempt, it will take up to 2 hours for all of the variables and flags to clear naturally.
When someone zones into Plane of Earth, they will see a popup either saying there are events on-going, or they see a popup saying all of the rings events are reset and ready.
--If you zone-in and events are on going, the message will say how many, and will give a '2 hour reset' notification. If you are returning from a death, or from getting buffs - you should be able to continue with your event.
--If you zone-in and see events are on-going, and you did not trigger those events. thats means someone else is either in progress, or there has been a failed attempted. You should wait 2 hours for events to reset.
--if you zone-in and you see a message that the ring events are ready, you just need all of the trigger mobs up (which have been decreased to under 20mins - odds are, by the time you start killing, they should pop)
--The four ring events (vine, stone, mud, dust) can be done in any order. However at the current time this event is meant to be started and completed in one session.
--Mud Ring: Killing a certain number of Earthen Mudwalkers triggers the Lurker; you will not need to kill ALL Mudwalkers, but more than 20 of them. Only 'Mudwalkers' count for trigger.
--Mud Ring: The event has been scaled in-effect to a 'one-group' event in that, only one 'lurker cycle' will spawn. 3 or 4 despawns (mudlets) and he starts to drop below 50%. easy, peasy
--Stone Ring: Gonna need to kill alot of stone fortifications...40+ unaltered btw
--Stone Ring: Stone Heaps? 15+ unaltered btw I did switched up the pattern in which they spawn (just for S & G's)
--The rest of the ring events are pretty straight forward.
--One consistent change with all of them, already outlined with the Mud Ring, is that all events are in-effect 'one-group' in that only 1 mid-boss cycle spawns. easy, peasy
--Once all 4 boss mobs have been defeated, you will get a client message letting you know that the Mystical Arbitor of Earth has spawned.
