Hey, as you know I am playing a Paladin to test things out.
Something is definitely not right with quests.
Okay this isn't going to be organized, because it is too many of them, but I'll share my experiences so far.
I'm not sure if the newby armor quests are in the game, but as a Paladin of Erollisi Marr my newby quest giver is Edwardian Holyblade in North Freeport. He gives no response to hails. If you use the phrases for him to actually give you the kit (from Allakhazam) he doesn't respond either. And I can tell you the cleric npc outside the Temple of Marr that does it for Marr Clerics doesn't respond either.
I go to Qeynos and get jumped by Drosco in the Sewers. I get the note the Bloodsabers put on him when they boiled him alive, so I go to see Wolten Grate in South Qeynos. No response to hails or the other phrases. Also the npc for the newby Karana paladin quests does not respond to hails.
I also ran around South Qeynos and no npc I could find would respond to my hails. Menkes the rat necklace guy, Captain Tillin, none of the npc's in the Steel Warriors guild.
In the Plane of Knowledge Castlen Drewe (the Vah Shir guy with the quests for exploring Blackburrow, the desert of North Ro, etc) does respond to hails and gives the quests.
Originally I though it might be a problem with what version of Freeport (the newer 2 zone one, versus the old 3 zone). But Edwardian Holyblade does not respond to hails in either version.
It is possible you do no intend to have the newby armor quests in (some of them were broken when they were enabled with Furn's server), but I can tell you the Troll Berserker NPC in Grobb has them in, and gives you the kit.
Plus is there some kind of code that influences how close you need to be to npc's to have them respond to hails? The Santa Clugg guy requires you to be right on him, closer than it seems right to have him respond. I've been standing closer to npc's than I usually do, but that doesn't seem to be the problem.
