I've gotten a number of augments from the Bloodfields.
Mossflow, Starflow, Shadowflow, Stormflow, Emberflow, and Bloodflow. All show just +4 to the respective stat.
Also the aug pool in the Bazaar doesn't appear to work.
Not sure if we have yet, or are going to.

Actually the augment pool doesn't show a combine feature. I'm thinking it might be my ROF2 client. I'll check that tomorrow and see if that was the case.

Okay.
The augment in question, the one I kept, was the Starflow Stone. These dropped in the Bloodfields and have a base value of +4 to int, which should be amplified to +16.
Now there are some other issues. Last time I checked with the ROF2 client. Following a hunch I logged on with Underfoot, because I have a number of quirks with ROF2.
My ROF2 client will not:
1) Allow you to put a slot on a hot bar, for example to click my clay bracer without opening up inventory. 2) When you open an aug pool, the combine button does not show. 3) You cannot go to the Toxxulia Forest zone, either by PoK stone, or zoning in from Paineel or Erudin. I kind of suspect it has something to do with the expansion that you go to from Toxx (The Burning Shore?). You can go to this zone with the Underfoot and Titanium client however.
Now using the Underfoot client, I was able to get the aug pool to function normally and made a couple of combines. However there are some problems with this.
From my experiments:
1) It would not let me combine my Robe of Darkness from Vulak, with a Starflow Stone. The stone is a type 7 aug, and the Robe has a type 7 slot. It said "it would result in an item not usable by anyone." 2) It let me combine my Living Symbol from Vex Thal with an aug. But then I could not equip the item. 3) It would let me combine Pyrique's Belt from the OoW expansion with an aug and equip it. But the thing has a required level of 67, so it doesn't give you any stats anyway. I think the same quirk that lets you put an item you cannot use due to level or class into a gear slot lets you equip it.

augment stats have been boosted, just waiting on server reboot to happen later tonight

I know this is an old post BUT...RoF made the birdbaths obsolete, you add / remove augs from the Item detail interface, as long as you have the appropriate distiller in your inventory...just left click the aug and remove it, the interface will ask for a confirmation...to insert an aug, pick it up and put it in the appropriate slot...the interface will ask for a confirmation...
